Who answers a Syracuse backup, and what the lease and the policy say
Onondaga County WEP asks residents with sewage backing up to call 315-435-3157, which it answers at any time, every day, for properties connected to the public sewer inside the Consolidated Sanitary District. For City of Syracuse properties it directs the call to the City Department of Public Works on 315-448-CITY, 315-448-2489, and outside the district to the town or village, usually its DPW. Properties not on public sewer are told to contact a licensed plumber or service expert.

Section 27-14 of the Syracuse Property Conservation Code forbids any owner, occupant or responsible person to remove, shut off or discontinue any service, facility, equipment or utility the code requires for an occupied dwelling unit, except for necessary repairs, alterations or emergencies. Section 27-13 makes occupants responsible for keeping plumbing fixtures clean and sanitary and for reasonable care in their operation and use.

New York Real Property Law section 235-b provides that in every written or oral residential lease the landlord is deemed to warrant that the premises and common areas are fit for human habitation and free of conditions dangerous, hazardous or detrimental to life, health or safety, except where the condition was caused by the misconduct of the tenant. Any agreement by a tenant waiving or modifying these rights is void as contrary to public policy.

The Water exclusion in the ISO HO 00 03 05 11 form removes coverage for water which backs up through sewers or drains, or which overflows or is otherwise discharged from a sump, sump pump or related equipment, and for flood and surface water. The 2011 wording adds that the exclusion applies regardless of whether the water is caused by an act of nature or is otherwise caused. For the plumbing and freezing provisions the form also states that a plumbing system does not include a sump, sump pump or related equipment.

Why a Syracuse sewage backup starts with City DPW
Dirty water is rising through a floor drain or a toilet will not stop overflowing. Stop every tap, flush and appliance in the house, because drain water mostly stops when nothing is feeding it. Then phone the right public body. Onondaga County WEP handles backups in the county district, but for City of Syracuse properties it sends the call to the City Department of Public Works, on 315-448-2489, to check whether the blockage is in the public sewer. If the city side is clear, the blockage is in the house drain, and that is when a licensed plumber is worth booking for the night.
Before clearing a Syracuse backup: the rental, the cause and the policy
Most Syracuse homes are rented, and New York law reads a promise of a habitable home into every residential lease, so a sewage backup in an apartment is normally the owner's to put right. The exception is a condition the tenant caused, and city code separately makes occupants responsible for reasonable care in using their fixtures. That is why the first photographs matter: where the water came up, how high it reached, and anything that came out of the drain. On the owner's side, the standard homeowners form excludes water backing up through sewers or drains unless a backup endorsement was added.

Keep what came out of the drain
A wipe, a toy or grease in a trap says something different about cause than a clean pipe. Photograph it before it is thrown away, because the habitability duty turns on who caused the condition.
Ask the insurer about backup coverage before cleanup
The standard form excludes sewer and drain backup. If the owner's policy has a water backup endorsement, the insurer may want to see the damage before it is removed.

You can, but WEP's own guidance sends City of Syracuse properties to the City Department of Public Works on 315-448-2489, because the city runs its own sewer inside the city line. Going straight to DPW saves a transfer.
The toilet overflowed once and then drained. Do I need anyone tonight?
Probably not. A single overflow that clears with a plunger is a nuisance, not an emergency. Close the valve behind the toilet, clean up, and watch whether it happens again. Sewage rising at a floor drain or at more than one fixture is different, and worth the public check first.
