Liverpool's older shutoff valves and what to do if one will not turn

An estimated 50.2 percent of Liverpool village homes were built in 1939 or earlier, so the shutoff in many of them is as old as the house, and the night of a burst is a bad time to find out whether it still turns. The main shutoff sits inside the foundation wall, within a foot of where the service comes in, with a second valve beside the meter; both belong to the owner. Turn it slowly and firmly. If it is seized, or it is the valve itself that is leaking, there is no way to stop the water from inside, and the curb stop at the road is off limits: OCWA's rules reserve it to its own employees. What OCWA will do is shut the water off at the road so the repair can be made, so in that case OCWA comes first and the plumber second. Its office keeps weekday hours, and its after hours emergency line is published on ocwa.org. Once the water is stopped, the plumber's job tonight is a temporary fix and a record, not a new valve and a closed wall, because the county wants emergency work inspected before it is covered up. Testing the valve before winter means the night of a burst is not when you find out.

Asked about a leaking shutoff valve, OCWA states that it owns only the water meter and remote reader, that all plumbing and piping including the shutoff valves belongs to the owner, and that the owner can call OCWA's office to have the water shut off at the road while the repair is made.

Section 4.4 of the OCWA Customer Rules states that the curb stop valve may not be used by the customer to turn the water on or off and is to be operated exclusively by an Authority employee. Section 4.5 requires the customer to install two shutoff valves, the first inside the building wall no further than 12 inches from that wall, and the second adjacent to the meter.
