So a pipe spraying clean water is an inside valve and, if needed, OCWA; sewage rising through a floor drain is the village, first, before a private crew. When it is sewage, stop using water, keep people and pets out, and photograph how high it reached, because the standard homeowners form excludes water that backs up through sewers or drains unless a water backup endorsement was bought. The housing adds one more reason to move carefully. Village homes are old, a 1952 median with more than a third built before 1940, so the main valve may be stiff, and about half of village households rent, so the owner needs to hear about it in writing that day.

Its DPW page states that the village operates its own treatment plant serving about 2,000 village residents and also operates and maintains two adjacent Town of Marcellus sewer districts serving about 1,000 more.

The Water exclusion in the ISO HO 00 03 05 11 form removes coverage for water which backs up through sewers or drains, or which overflows or is otherwise discharged from a sump, sump pump or related equipment, and for flood and surface water. The 2011 wording adds that the exclusion applies regardless of whether the water is caused by an act of nature or is otherwise caused. For the plumbing and freezing provisions the form also states that a plumbing system does not include a sump, sump pump or related equipment.
